It's just so painful that you both make such a long-term sacrifice (the settlement is reduced to a ghost of its former self for a long time) and a short-term sacrifice (you give up so much money compared to sacking). If a city had an out-of-control huge population, I think I'd I agree. Rome 1's battles are great but hampered by pathfinding issues and on huge unit scale, it doesn't quite work in settlements. Roman infantry tend to go forward despite being in range to use their pillia, they tend to march forward in battle to do so as well etc.. Medieval 2's got issues but the pathfinding is better.
