From what I hear workshops are busted. People list 50 things to look out for when setting up a workshop, but its mostly useless information since theres no guarantee any of it is simulated. It wasnt that long ago when the best strategy was to make a Tannery everywhere you can, even in a town with another Tannery. Thats the level of simulation here.

City prosperity is the single most important element for a workshop. After that, look at local goods. What i do with my workshops is look at the villages and the local goods. If the good from the villages is really cheap and they have many i open a workshop related to those goods.
what i can see it go in side the town.. then press alt to see how many workshop.. its complicated seeing stacked name there. You are only allowed 1 workshop per city. you can.. just buy all workshop in the same town.. look at the orc hall i think the max is 3.
